I have a question, could it be interpreted as black hat redirecting an entire web with code 301 to another Web?
What consequences could this have before Google?
How long can Google take to detect those 301?

a redirect as such is not blackhat since any web may have changed domain and now redirects to a new one.

If the site is yours and you do it to change the domain name or something like that, it's White Hat.
If it's an expired website and you redirect it, it's Black Hat.
