Yes, if they are relevant webs and the page in
which you comment does not have many
outbound links can help you.

I would not recommend doing many of that
type because it is clear that it is spam. Google
is not stupid.

These are better to point them to tier 1 to
cover our backs, because even if you leave
them in an apparently clean web then it can
become a link farm and then that link that we
left in its day could hurt us.
